Hudson Prince Engineering & Inspection provided full NEPA environmental services for the widening of 23rd Street (193rd E. Avenue) in Tulsa and Wagoner Counties, Oklahoma. The project includes expansion of an existing two-lane roadway to a five-lane urban facility with multimodal improvements, including sidewalks, a multi-use trail, and replacement of a functionally obsolete bridge over Adams Creek.
Hudson Prince led preparation of the Documented Categorical Exclusion (DCE) and managed all supporting environmental studies, including noise analysis, cultural resources, environmental justice evaluation, threatened and endangered species review, jurisdictional waters and wetlands delineation, and hazardous materials investigations. The team coordinated closely with ODOT, the City of Broken Arrow, and the design consultant to integrate environmental considerations into project development.
Public involvement was a key component of the NEPA process, with Hudson Prince supporting preparation of environmental materials for a public meeting and coordinating with stakeholders throughout project development. The NEPA process was completed in less than six months, demonstrating Hudson Prince’s ability to efficiently deliver complex environmental documentation while supporting aggressive project schedules and advancing the project toward construction.
